Program:  Becky Niemiec received her PhD at Stanford; Worked for the state of CO building Bureau of Animal Protection; returned to CSU as an Assoc. Professor; currently Founding Director for PACT Colorado (part time).

  • Becky realized, while building the CO Bureau of Animal Protection, that most incidences of cruelty and neglect were really cases where the owners were struggling.  Founded PACT CO in June 2025 to address the gap between what animals need and what their owners are able to provide.
  • 82% of pet owners consider their pets family, but 27% of pet owners have had to give pet away
  • Human-Animal Bond is good for one's health - exercise, blood pressure, mental health, fun!
  • Sometimes people delay healthcare services because they have no support for their pets (63% of hospitalized pet owners worry about their pets)
  • Mission is to provide assistance to human and animal families in need so they can care for and keep their pets
    • House Call program - people come and provide walks; mobile vet care (vaccines); help with grooming; help with pet deposits
    • Temporary Foster Care - between 2 weeks and 2 months (in cases of substance abuse, homelessness, domestic violence)
  • 34 volunteers have served 39 clients since the founding; promoting services so now worry that they won't have enough volunteers and money to serve all those who apply
  • Budget of $40,000 solely through private donations (run totally by volunteers)
  • Who is worthy of support?  Must be on SNAP; home visit determines how difficult the situation is and how much the animal is suffering.

Joe McCarthy: Reviewed guest payment policy; club will pay for two visits for potential members; let Sara know if you plan to have guests; $25 for meal; special cases will be handled by (Angel Supporters; Visiting Rotarians and other guests pay for themselves

Joe also acknowledged Tim Cochran for finding Santa Claus for us and thanked the staff at Ginger and Baker

Kira Kovar joined the Rotary Club of Fort Collins to connect with others who value community, service, and growth. She serves as Chief of Staff to the President of Executive Search at ZRG Partners, a global talent advisory firm. Originally from Northern California, Kira lived in Boston and New York before settling in Fort Collins with her husband, Paul, a local electrician. They are fixing up the old home they recently bought and caring for a small flock of backyard chickens. Outside of work, Kira enjoys hiking, painting, traveling, and comedy shows.on here
